Dear Customer:

Why am I receiving this letter?

The Environmental Protection Agency (EPA) and the Missouri Department of Natural Resources (DNR) have issued new regulations which require all public water supply districts (PWSD’s) to conduct an inventory to identify whether the PWSD-owned service lines or its customer-owned service lines are made of lead.  This inventory is called the “Lead Service Line Inventory” (LSLI) and the results must be reported to the DNR.  PWSD #1 tests for lead every three years.  The last test was completed in 2022 and the results met the EPA/DNR standards.

   

To complete the LSLI, we are required to report the material composition of your service line to the DNR (even if it is not made of lead) and we need your help.  Each customer owns the service line that runs from the water meter to the structure.  Service lines can be made of many materials, such as plastic, copper, PEX, HDPE, galvanized steel, lead, etc.

 

How can I identify what type of service line I have?

There are several ways you can identify your service line material:

  • If you have had your service line installed or replaced and remember when, and what it is made of, you can report that information on the enclosed Customer Form.  If you have a record of what the service line is made of, such as an invoice, please include a copy when you return the Customer Reporting Form to us. 

  • The age of your home may indicate if you have a lead service line. Missouri banned the use of lead pipe for potable water lines after Jan. 1, 1989.  If your home was constructed after that date, the service line is probably not lead.

  • If you do not know the material composition of your service line, you can perform a visual inspection. A visual inspection should be made where the service line enters your home. This is normally where it enters through the foundation or basement wall.  We have enclosed a copy of a document created by the DNR entitled “How to Identify your Water Service Line Material” to help you.  Additional information (including a video) is available on the DNR website:   dnr.mo.gov/water/business-industry-other-entities/technical-assistance-guidance/lead-service-lines.

  • If you are renting, you can ask the owner or manager what the service line material is.  They can use the same techniques listed above to identify the material.

 

Please complete the Customer Reporting form by December 15, 2023.  We will use the information you provide when we submit the inventory to the DNR. 

 

What if I find out that I have a lead service line?

If your service line is made of lead, you should review the information on “Lead in Drinking Water” available on the DNR website:  https://dnr.mo.gov/document-search/lead-drinking-water-important-information-how-protect-your-health-pub2409/pub2409

 

How do I report the information regarding my service line?

Please take the steps outlined above to identify the type of service line you have.  Then complete the enclosed Customer Reporting Form and return it to us.  You can return the Reporting Form by mail.  You may also drop the completed Form by the PWSD office on Wednesdays between 9:00 am and 6:00 pm.  You can also submit the information by completing the Form that is posted on our website:  www.pwsd1cc.com/________
